Public Policy

The Department of Communities and Local Government (UK) define "sustainable communities" as places where people want to live and work, now and in the future.

These communities must meet the diverse needs of existing and future residents, be sensitive to their environment and contribute to a high quality of life. They should be safe and inclusive, well planned, built and run, and offer equality of opportunity and good services for all.

Clearly this is a laudable objective for all or public policy development. However, experience repeatedly shows that the failure to establish the most basic performance and design measures; or guide posts contained in public policy, will result in our lofty aims, simply missing the mark.

Policy writers, designers and technical advisors, regulators and financiers, will adopt their tools of trade, do their work typically as they have always done, and hopefully someone will pull it all together.

An associate referred to this as a failure to "land the vision". Without the tools and procedures to integrate a policy, development or project into reality, the original "vision" will in effect continually "hover" some distance from the ground.

The vision will remain within sight, almost within grasp, but never touch the ground.
