Meadow Heights Community Infrastructure Needs Assessment

Client: Hume City Council

Capire Consulting Group was engaged to identify the current and future community infrastructure needs of the Meadow Heights community in Melbourne's North.

The community needs analysis was based on:

  • Demographic analysis and projections;
  • A strategic review;
  • Stakeholder and community consultation including one-on-one meetings and focus groups; and
  • A service and facility audit to identify any current or potential future gaps in provision.

Hume City Council did not have a Community Infrastructure Strategy or hierarchy in place at the time of the project, so Capire identified the level of community infrastructure required for Meadow Heights in the absence of such direction.

The outcomes achieved by Capire included:

  • Identification of community infrastructure needs in Meadow Heights;
  • Identification of programming and service provision needs;
  • Asisted Council make some decisions around the future of Council owned land and facilities for the purposes of community infrastructure;
  • Recommendations around future use of Council owned facilities; and
  • Recommendations which can be used for any future planning and developing of community infrastructure strategies that Council undertakes for Meadow Heights and the municipality more broadly.
