Lower Esplanade Car Park Engagement & Facilitation

Client: Port Phillip Council

The 'St Kilda Triangle' is located on the St Kilda foreshore and comprises the Palais Theatre, the site of the former Palace Nightclub, a car park, the Lower Esplanade and part of the embankments.

In 2011, the Port Phillip Council sought to restart a conversation and re-engage the community and stakeholders on the future of the St Kilda Triangle. Capire Consulting Group was engaged to design and deliver a creative community and stakeholder engagement process to inform a new shared vision for the St Kilda Triangle. Consultation techniques included hard-to-reach focus groups, Speak Outs, workshops; intercept surveys, semi-structured interviews and an online forum.

The outcomes of the engagement included shared vision based on community values, aspirations and vision.  The statement was supported by a series of place principles that will underpin the future planning and development of the site.
