Capire Consulting Group worked with Whitehorse City Council to prepare a local heatwave response plan to address the risks to community wellbeing associated with climate change and heatwaves. Using a risk assessment approach, Capire identified a range of recommendations for integrating planning for heatwave prevention, preparation, response and recovery across several key interrelated action areas. These included infrastructure and amenities; community capacity building; communications; and staff training.

Capire's role included:

  • A review of best practice research into federal, state and other local government approaches to "heatwave" management and adaptation;
  • Analysis of data provided by internal and external stakeholders; and
  • Comprehensive engagement of internal and external stakeholders.
