Frankston Bypass Environmental Effects Statement

Client: Maunsell Australia / SEITA

SEITA was the body responsible for investigating the viability of a possible Bypass of Frankston in south eastern Melbourne.

In June 2007, the Minister for Planning advised that SEITA undertake an Environment Effects Statement (EES) for this project.  As part of this process any potential social and community issues were to be identified and addressed.

Working in conjunction with Maunsell Australia, Capire was engaged to undertake detailed local community and social research to inform the SIA. 

Capire undertook research with community members along the proposed bypass alignment to determine their values, aspirations and the anticipated impacts of the proposed road.

This involved the design of a detailed focus group process to ensure that the voices from the several communities in the area were heard.  Capire also undertook the event event management and recruitment processes for these activities. 

A detailed engagement report was then prepared outlining the process.

Capire's work on this project ensured that a truly representative sample of the communities around Mornington Peninsula Shire and Frankston City Council had an opportunity to participate in this important process.
